NSPIRE and HOTMA Updates and Resources for HUD Senior Housing Providers

LeadingAge National staff have worked closely with the U.S. Department of Housing and Urban Development (HUD) to provide updates and resources related to the National Standards for the Inspection of Real Estate (NSPIRE) demonstration program and the Housing Opportunity Through Modernization Act (HOTMA).

NSPIRE

HUD is currently in the process of wrapping up the NSPIRE demonstration program that has been in place for volunteer properties since 2019 and recently announced a switch to “inspections of record” for certain NSPIRE demonstration participants later this spring, unless they choose to opt out of the program by March 1st. After working with LeadingAge National to issue NSPIRE Opt-Out Frequently Asked Questions (FAQs), which clarified, among other details, that inspections of record would begin no earlier than July 1st, HUD agreed to join the LeadingAge National workgroup call on HUD Oversight and Compliance to address additional member questions on when demonstration properties can expect an inspection and how to opt out. In addition, HUD has posted the recording of its Jan. 18th “NSPIRE Get Ready” listening session. This all-day event hosted by HUD’s Real Estate Assessment Center (REAC) was held as part of a series of in-person meetings across the country aimed at preparing stakeholders for HUD’s new housing inspection protocols. The new approach to housing inspections (NSPIRE) is expected to become effective for all HUD multifamily housing providers beginning Oct. 1, 2023. HOTMA

HUD has also posted the first in a series of webinars outlining this year’s implementation of HOTMA, entitled “HOTMA Training Series: Introduction to HOTMA for MFH Programs.” The program is designed to help housing stakeholders, including Project-Based Section 8 and Section 202 providers, prepare for significant changes to processes such as income reviews, rent determinations, and other HUD occupancy rules, which will begin Jan. 1, 2024.

LeadingAge National’s workgroup on HUD Oversight and Compliance will continue to host calls to prepare members for the HOTMA changes. More information on HOTMA implementation is available here.
