No Decision Announced in the HUD PBCA Award

As was reported in late 2013, the United States Court of Appeals granted the Plaintiff-Appellants’ motion for a stay pending appeal of HUD’s Project-Based Contract Administration (PBCA) contract. Thus, HUD may not execute the new Performance-Based Annual Contributions Contract (ACC) through the Notice of Funding Available (NOFA) until the case is resolved. Even though a decision was expected by January, the Court has not issued a decision regarding the New York PBCA contracts. HUD has extended the Housing Trust Fund Corporation (HTFC) contract another three months through June 30, 2014.
