HUD TRACS 202D Implementation Begins
The U.S. Department of Housing and Urban Development (HUD) has initiated the start of the conversion from Tenant Rental Assistance Certification System (TRACS) 202C to TRACS 202D. According to the implementation schedule, the conversion began Aug. 1, 2014, and will end on Jan. 31, 2015. Any TRACS 202C Transactions will be rejected starting Feb. 1, 2015.
In some cases, Contract Administrators may require an earlier conversion deadline in order to ensure that all TRACS 202C transactions are submitted to TRACS no later than the Jan. 31, 2015 deadline.
TRACS 202D incorporates new and modified tenant certification processes that allow TRACS to verify tenant certification transactions and voucher payments consistent with Improper Payments Elimination and Recovery Act (IPERA), the Rent Refinement Final Rule and HUD 4350.3 Rev-1 Change 4.
On June 11, 2014, the Office of Management and Budget (OMB) approved the "TRACS" forms revisions, though the new forms and the updated MAT guide are still not available on HUDClips at the time.
Details on the approved forms and implementation schedule have been posted on the HUD/TRACS website. Software vendors should be notifying owners now regarding expectations for rolling the new software out at the property level. Updated TRACS information can also be found here.
