Will the Section 811 NOFA provide in sight to the wa y HUD wants to transform the Section 202 program ?
As was reported previousl y by Leadi ngA g e, HU D i s proposing dramatic changes to the Secti on 2 02 prog ram including making the Low Income Housing Tax Credi t Program ( LIHTCP ) the primary funding source and using the Section 202 as a way to partial l y project base Section 8 vouchers .
In what may prove to show how the Secti on 202 program will be transformed HUD has published a Notice of Funding Availability ( NOFA ) for the Section 811 Project Rental Assistance Demonstration Program ( PRA Demo ) . The 811 program is structured similar to the Section 202 only developed for the disabled population . The 811 NOFA wi l l provi de $85 million in funding to state housing agenci es to provide long term project based rental assistance contracts for approxi mately 2,800 affordable housing units set aside for extremely low income persons with disabilities . To receive funding state housing agencies (or other appropriate entities ) must form partnerships wi th state Medicaid and health and human services agencies that have developed methods for identifying , referring , and conducti ng outreach to a target population of extremely low income persons with disabilities requiring long term services and supports . These operati ng funds wi l l be used to set aside supportive units for this target population i n affordable housing complexes whose capital costs are funded through Low Income Housi ng Tax Credi ts , HOME funds , or other sources . The Department expects that out comes of t he prog ram wi ll i ncl ude :
a . Creating effective , successful , and sustaining partnerships between state housing or other appropriate housing agencies and State Health and Human Servi ce/Medicaid agencies to provide permanent housing with the avai labili ty of supporti ve servi ces for extremely low income persons wi th disabilities ;
b . Discovering innovative systemic approaches to providing housing for persons wi th disabilities wi th access to appropriate servi ces that can be repl icated ;
c . Identi fying innovative and replicable ways of usi ng and leveraging PRA Demo funds . State housing agencies wi ll have the fl exi bili ty to structure the operati ng assistance creati ve l y ;
d . Substantial ly increasing rental housi ng units for persons wi th disabilities by integrating Section 811 PRA Demo assisted units within existing , new, or rehabilitated multifamily properties with a mix of incomes and disability status ; and
e . Creating more efficient and effective uses of housing and heal th care resources .
Approximately 8-16 states will recei ve awards under this demonstration program , with funding expected in the fall 2012 .
HUD i s hosting a webinar on Wednesday , May 30 , 201 2 from 1 : 3 0 to 3 : 00 pm Eastern Ti me , when the Office of Multi fami l y Programs will revi ew the 811 PRA Demo NOFA and respond to questions that have been submitted in advance . Staff from the U . S . Department of Health and Human Services , and Centers for Medicare and Medicaid Services (CMS) will also participate .
