HUD Further Delays Annual Service Coordinator Grant Agreements
(May 13, 2025) Following five months of delays, the U.S. Department of Housing and Urban Development (HUD) has told LeadingAge that the agency is further delayed in extending annual Service Coordinator grants for the current calendar year.
Each year, HUD issues guidance for extending existing Resident Service Coordinator programs funded by federal grants at HUD-assisted Multifamily Housing communities serving older adults. At a LeadingAge event with HUD leadership in early April, HUD leaders stated that they hoped to publish the grant renewal guidance by the end of April and make funding available for the grants in July at the earliest. However, in early May, the agency acknowledged further delays that will push the extension process back to “later in May.”
Following guidance publication and program budget approval by the agency, the grant agreements will be signed by all parties and take effect retroactively for the grant performance year beginning in January 2025 through December 2025. The grant agreement delays will also push the funding timeline back, which HUD anticipates making available in one tranche instead of two, as in recent years.
In the meantime, HUD has said that housing providers can reach out to their Contract Administrators to request a loan from either their Reserve for Replacement accounts or Residual Receipts. Service Coordinators are critical staff in HUD-assisted senior housing programs. Service Coordinator programs represent a highly successful and efficient federal initiative that saves money by supporting older adults as they age independently for longer, thereby avoiding premature transition to higher levels of care that are much more costly for both state and federal governments.
LeadingAge has continued to express frustration with both HUD and congressional leaders about the delays in administering this critical program. Among other ideas, LeadingAge has proposed switching to a three-year instead of annual grant cycle and has collaborated with the American Association of Service Coordinators (AASC) to advocate for improvements to the program.
