HUD Expands ROSS Service Coordination to RAD Properties

The U.S. Department of Housing and Urban Development (HUD) has announced new funding for the Resident Opportunity and Self-Sufficiency (ROSS) Service Coordinator program for public housing agencies and has extended eligibility for the program to multifamily housing properties that converted from public housing under the Rental Assistance Demonstration (RAD).

ROSS Service Coordinators serve Public and Indian Housing (PIH) residents by providing case management and coordinating available resources in the community. The expansion of the program to RAD properties, including either Project-Based Voucher (PBV) or Project-Based Rental Assistance (PBRA) properties, will help those communities maintain – or restart – Service Coordination throughout and after RAD conversion.

HUD’s Oct. 19th Notice of Funding Opportunity (NOFO) makes $40 million available for Service Coordinators through the ROSS program. Applications are due by Dec. 18th.

Multifamily housing properties that did not convert from public housing status using RAD are not eligible for ROSS Service Coordination program funding. However, HUD has told LeadingAge National that new funding for the multifamily Service Coordination program will be made available soon.
