Use LeadingAge’s action alert to support funding to preserve, expand, and improve affordable housing for older adults, and urge Senators Schumer and Gillibrand to sign on to a letter urging strong funding for Section 202 and 811 programs.

The White House delivered a “skinny” budget request to Congress to describe how the Trump administration would like Congress to fund programs in FY 2026, including a 42 percent cut to HUD’s rental assistance programs.

The reconciliation bill passed by the U.S. House Financial Services Committee would rescind all unobligated GRRP funds, presumably those that would otherwise be used by HUD for energy benchmarking and the hiring of needed staff to help administer the largest of the GRRP awards.

While additional steps may be necessary to restart the program, LeadingAge members are reporting contact from HUD on next steps for resuming GRRP award processing. Meanwhile, LeadingAge has learned that new VAWA materials are under review by the Trump administration.

After a January executive order, HUD stopped processing and advancing most awards to multifamily affordable housing providers. The April 15^th preliminary injunction seeks to immediately lift that freeze on congressionally approved funds.

Additional large cuts are likely to be announced after HUD Secretary Scott Turner testifies before Congress to discuss and defend his forthcoming request for funding for FY 2026, expected in May.

HUD stated at LeadingAge’s Leadership Summit that they hoped to publish Service Coordinator grant renewal guidance by the end of April, with payment expected in July or August. However, HOTMA implementation – currently set for July 1^st – will need to be delayed.

By one estimate, there are 13 sanctuary states and 220 sanctuary cities in the U.S. Whether these jurisdictions will lose their congressionally authorized and appropriated HUD grants is unclear.
