Uniform Assessment System (UAS-NY) Information Webinar

Topics of discussion during the May 28 webinar included statewide implementation, program by program impact, UAS roles, UAS-NY application, assessments, reports and care planning implications, and UAS-NY training and technology needs and issues.  Highlights of the discussion included the following:

  • DOH verified that the UAS-NY training takes approximately 10 hours to complete.
  • State surveyors and auditors will have access to UAS-NY training and are presently actively involved in education.
  • A blank version of the UAS-NY assessment form is available for download in the training environment, but may not be duplicated or disseminated, according to DOH.
  • Providers, as opposed to subcontractors, are responsible for assigning UAS-NY roles.
  • At our urging, DOH is creating a testing environment to practice UAS-NY assessments before the data goes live.
  • If a private-pay patient refuses to sign the required consent form prior to conducting a UAS-NY, the assessment cannot be completed.  This issue is under further review, according to DOH. 
  • The role of the NHTD/TBI service providers remains the same, regarding the UAS-NY.  Currently the RRDC/Nurse Evaluator completes the assessment.  This will not change.
  • If a participant is enrolled in two programs (MLTC and ADHC for example), MLTC is responsible for conducting the initial assessment.  DOH will issue clarification at a later date as to whether or not ADHC must complete another assessment.
  • DOH is working on crosswalks with SAAM, DMS-1 and other instruments for level of care determination.
  • There are technology issues with the UAS-NY application when using operating systems others than Windows.  DOH recommends using only devices that run Microsoft Windows operating systems.

DOH has provided the PowerPoint presentation for your review. We were pleased to see DOH address some of our concerns and will continue to work diligently to get the remaining issues addressed.
