LTHHCPs Program-Specific Webinar for Implementing the UAS-NY

LeadingAge New York and others had advocated with the Department of Health for a LTHHCP program-specific webinar on the UAS-NY implementation, and it was held on Sept. 20. DOH posted these slides from the webinar. They will also be posting audio and questions and answers that were not addressed during the webinar.

Some key questions that were raised and covered include:

  • For the non-mandatory MLTC counties and where the UAS-NY is required, all of the LTHHCP requirements are still in place, including the physician override for someone who scores less than five on the UAS-NY.
  • The DSM-1 and the Home Assessment Abstract (HAA) is being replaced by the UAS-NY.
  • There won't be a crosswalk between the DSM-1, HAA and the UAS-NY.
  • OASIS is still required and any OASIS questions should be sent to OASIS@health.state.ny.us.
  • There are three types of reports that can be generated: Individual, aggregate/agency-wide and ad-hoc customized.
  • Functionality within the system allows for two different staff to be in the same UAS-NY assessment at the same time.
  • Mentioned numerous times when a patient is enrolled in MLTC, it becomes the responsibility of the MLTC to perform the assessment. MLTCs that don't perform an assessment within the 30-day window are "critically out of compliance."
  • The role of the LDSS remains the same with determining Medicaid eligibility.
  • For the Non-Medicaid participant, a DOH - 5032 is required and must be retained by the organization. This is not required if a Medicaid application is pending.
  • Mainstream Medicaid managed care plans will use the UAS-NY starting February 2014.
