Response to the Home Care/Managed Care QIVAPP

As reported in last week's Intelligence, the Department of Health (DOH) released a Dear Administrator Letter (DAL) on the Quality Incentive/Vital Access Provider Pool (QIVAPP) aimed at providing funding to Managed Long Term Care (MLTC) plans to be passed through to qualifying Licensed Home Care Service Agencies (LHCSAs) to support wage parity. LeadingAge NY reached out to our colleagues at the Home Care Association (HCA) of New York State and the New York State Health Care Providers (HCP) and submitted a joint letter to DOH with questions and concerns.

Our letter urges DOH to clarify several issues with the QIVAPP program and home care wage parity. The letter requests greater detail on qualifications and particpation in the QIVAPP and how the funding will flow to plans and providers.

We will continue to keep members informed on any developments as a result of this letter and any subsequent meetings with DOH on QIVAPP.
