Update to the LHCSA Statistical Workgroup Meeting

As we previously reported, the Department of Health (DOH), Division of Home and Community Based Services (DHCBS) convened the first meetings with the Licensed Home Care Services Agency (LHCSA) Statistical Report workgroup. The goal of the workgroup is to redesign and restructure the report to increase the timely and accurate submission of information by identifying areas of reporting that can be streamlined to increase compliance and accuracy in data reporting.

During the meeting, Rebecca Fuller Gray, Director, DHCBS, provided a PowerPoint presentation on the current compliance rates on the LHCSA Statistical Report. We suggest that LHCSA members review the PowerPoint before our conference call on ways to improve, clarify, and streamline the report to increase compliance. One slide of note was slide eight, which shows the overall compliance rate and the decline in submission for each of the eight forms statewide, upstate and downstate. Ms. Gray then went into greater detail with 2015 data. There was much discussion regarding slide 16 and the possible reasons for the dramatic increases with aides, and whether that was true. This led to a discussion of how to accurately capture the number of aides who are presently working and how to collect data more accurately.

It was clearly stated during this first meeting that LHCSAs who are not in compliance will face greater enforcement measures. Per the August 16th Dear Administrator Letter (DAL), “any licensure applications currently in process for agencies determined to be delinquent for this submission will not be processed.” The Home Care profile page also captures the enforcement action taken by DOH.
