Personal Care Cost Report Due Date Changed

The Department of Health (DOH) posted the 2016 Personal Care Medicaid Cost Report software on the Health Commerce System (HCS) with an accompanying Dear Administrator Letter (DAL). The DAL states that the report will be used to determine the 2018 personal care Medicaid rates. In the DAL, DOH also notes one major update:

  • Effective June 1st, HCS will be discontinuing access for computers running Windows XP and Microsoft Internet Explorer 9 (IE9) and older web browsers, as they pose a security risk to HCS applications. Windows XP users must upgrade their operating systems, and IE9 users must upgrade their browser by June 1st to continue to use HCS.

On May 24th, after the DAL was posted, DOH sent an email notification to Personal Care providers of the correct date for submission. The DAL had stated July 15th, but the correct date for submission is Aug. 16th. The accountant and operator’s electronic certificate is also due on Aug. 16th.

Late cost reports/certifications, per Title 18 NYCRR, Section 505.14(h)(7)(i)(a)(6), could result in a 2 percent rate reduction.
