DOH Posts 2020 Personal Care Rates and Issues Corresponding DAL

The Department of Health (DOH) has posted 2020 personal care rates to the Healthcare Financial Data Gateway. The rates were loaded in cycle #2245, with a check release date of Sept. 16, 2020. The Dear Administrator Letter (DAL) outlining the components of the rates is available here.

The Personal Care Agency (PCA) and/or Consumer Directed Medicaid reimbursement rates are effective from Jan. 1, 2020 through April 1, 2020 and April 2, 2020 through Dec. 31, 2020 to include the reduction to Worker Recruitment and Retention as enacted in the 2020-21 State Budget. The all-inclusive rates provided on the Healthcare Financial Data Gateway are based on the lower of 2018 allowable costs (held to ceiling) projected to the 2020 rate period or your established charges as reported by your agency. For those programs that did not submit a 2018 certified Cost Report, the Department is not able to determine an initial 2020 rate until the certification(s) are submitted. Please refer to further details on the rate components in Attachment A of the DAL.

The Department’s regulations allow rate appeals to be filed within 90 days from the date of the DAL (see Attachment B).
