Comments on Draft Provider Reconciliation Cost Report

The Department of Health (DOH) asked LeadingAge NY to provide feedback on the draft Provider Reconciliation Cost Report. As we shared with members, DOH had drafted this cost report to ascertain the use of funding by home care providers to help meet the recent minimum wage increase. This report was reviewed at the last LHCSA Statistical Report Workgroup meeting by Dan Carmody from the DOH Office of Health Insurance Programs (OHIP). This version is similar to some aspects of the previous Minimum Wage Cost Report.

Some of our feedback included:

  • Directions on the report, defining acronyms, and providing examples to clarify sections;
  • Include what is meant by the “recent time-period”;
  • Include Fiscal Intermediaries in the drop-down boxes;
  • Clarify in the directions if this is being asked for all payers or just Medicaid;
  • Asked whether sections would be auto-calculated;
  • Shared that some sections would be hard to define; and
  • Questioned why some sections were needed.

LeadingAge NY asked that we have an opportunity to review the cost report before it is sent out to home care providers and that DOH conduct a recorded webinar so providers can hear directly from them.
