Audit Process Explained for Home Care Cost Report

The Department of Health (DOH) and KPMG, LLP provided important details and next steps for KPMG’s auditing of the new Home Care Cost Report at an audit workshop held Sept. 17th. Various handouts and audio from the Sept. 17th program will be posted in the web-based cost report tool. As members may recall, the new Home Care Cost Report requirement will not require an independent audit for submitting agencies but will instead be wrapped into the new reporting process and carried out by KPMG, the State’s contractor. Agencies may choose to carry out an independent audit in addition to this process, if they so choose.

KPMG will audit all agencies that submit a 2019 cost report and annually thereafter. The audit will review each agency’s cost report submission to improve compliance, understand agency tracking and reporting systems, and verify records to determine if appropriate data was included.

Agencies will first receive a communication from KPMG and may email back with any questions. Once the audits start, all communication will occur within the Audit/Questions tab in the web-based tool.

The process includes a General Questionnaire, which must be submitted with the cost report by Oct. 31st. Supporting documentation is then required via the Secure File Transfer Protocol within seven days of cost report submissions. The audit process will include a review of an agency’s audit questionnaire and cost report information, communications back and forth about submitted data, and additional proposed adjustments and findings. Agencies should respond to KPMG’s audit inquiries within three to five business days to ensure compliance with and completion of the audit process.

Agencies will be required to provide a management response and corrective action plan for any identified findings. KPMG will issue an Exit Dashboard that includes the identified findings and the management response/corrective action plan.
