DOH Issues Questions and Answers on Fiscal Intermediary Attestation Process

The Department of Health (DOH) recently posted a Questions and Answers (Q&A) document related to its recent announcement of an attestation process to be completed by previously non-awarded qualified Lead Fiscal Intermediaries (Lead FIs) under Request for Offers (RFO) #20039. The process will allow some additional Consumer Directed Personal Assistance Program (CDPAP) FIs to continue to operate. The deadline for completing the attestation process is Nov. 29, 2022.

Chapter 57 of the Laws of 2022 includes language revising Social Services Law Section 365-f to provide an opportunity for qualified Lead FIs who submitted an offer and were not previously awarded a contract under RFO #20039 in March 2020 to submit an attestation with supporting information and, following review, be awarded a contract if they served, at any time during the period Jan. 1, 2020 through March 31, 2020, at least 200 CDPAP consumers in New York City or 50 CDPAP consumers in the rest of the state.
