Webinar on Changes to CMS-Approved NHTD Waiver Application

The Department of Health (DOH) Nursing Home Transition and Diversion (NHTD) Waiver Program is holding a webinar on Thurs., Sept. 13, 2018 at 11:15 am to review changes to the recent Centers for Medicare and Medicaid Services (CMS)-approved NHTD Waiver application.

The changes to be discussed include the following:

  • Interim Service Coordination has been removed as a waiver service.
  • Waiver services will no longer be provided in enriched housing, adult care home, and residential programs for adults.
  • Sole proprietors are now included as a category of service provider for Service Coordination.
  • Transportation Services (Social) has been added as an extended state plan service.
  • Enrollment projections have been adjusted.
  • Service definitions have been amended to enhance qualifications of providers and address staff supervision requirement.
  • Assistive Technology has been amended to expand the definition to include evaluation, assessments, and training/technical assistance.
  • Environmental Modifications has been amended to establish a new position of "Home Evaluator."
  • The new position of “Driver Rehabilitation Specialist” has been added to environmental/vehicle modifications.
  • There are changes to the service definitions of:
    • Community Integration Counseling (CIC)
    • Community Transition Services (CTS)
    • Independent Living Skills Training (ILST)
    • Positive Behavioral Supports and Interventions (PBIS)
  • Changes regarding Serious Reportable Incidents and reporting time frames.
  • Changes to Medicaid reimbursement rates regarding overtime, travel time, and live-in rules.

Please be advised that this will be an online-only meeting. There will be a mechanism for you to address any questions via email during the session. Please note that the NHTD Waiver Program will also engage the Office of the Medicaid Inspector General (OMIG) in future discussions regarding compliance issues during this transition period. Additionally, there will be modifications to the Program Manual in order to address more detail not specified in the application. DOH continues to review changes with the Regional Resource Development Centers (RRDCs); an FAQ document is in draft, and more webinars are forthcoming.
