New NHTD/TBI Rates Include Minimum Wage Increases

The New York State Department of Health (DOH) has adjusted the Nursing Home Transition and Diversion (NHTD) and Traumatic Brain Injury (TBI) service of Home and Community Support Services (HCSS) hourly rates to address the planned minimum wage-related increases pursuant to New York minimum wage regulations (Labor Law Sections 652 and 656) effective Jan. 1, 2017. These rate increases, effective Jan. 1, 2023, impact all counties except New York City (Bronx, Kings, New York, Queens, and Richmond) and Nassau, Suffolk, and Westchester counties. Affected rate codes are NHTD 9795 and TBI 9881, 9882, and 9883.

These rates will be active in eMedNY as of cycle 2377, which is the provider’s electronic funds transfer (EFT) remittance date of March 13, 2023 scheduled with a check release date of March 29, 2023. Medicaid claims previously submitted will automatically reprocess and produce a retroactive payment. Providers should review their remittance with particular attention to this service (rate codes specified above) for specific information on the retro payments.

Please note that no claim adjustments are needed by the provider.
