Important update on the LTHHCP

On the MRT website, DOH posted the Overview for the Long Term Home Health Care Program (LTHHCP) waiver amendment to CMS.  Included are the additional components that were submitted to CMS:

- Request for an Amendment

- Appendix B – Participant Access and Eligibility

- Appendix J – Cost Neutrality Demonstration

The Request for an Amendment details DOH’s plan for phasing-out the LTHHCP referrals as mandatory enrollment begins to phase-in starting in NYC.  When approved by CMS, the LTHHCP will be aligned with the anticipated MLTC mandatory enrollment schedule.  Appendix B shows DOH’s projected participant counts by month and waiver year and throughout the phase-out.   These projections anticipate that there may be only 1501 unduplicated participants being served in the LTHHCP at the end of year five.  In Appendix J, DOH shows that starting in waiver year three there will be a decrease in the number of users for specific waiver services along with a decrease in the length of stay in the LTHHCP.

The proposed waiver amendment submitted will undergo a review by CMS and will probably generate questions for discussion with DOH. As previously reported, this means that the LTHHCP will temporarily remain an option for Medicaid recipients, even after mandatory enrollment in MLTC programs has begun.
