Clarification on the Long Term Home Health Care Program

On Dec. 20, DOH posted Clarification regarding continued access and services under the 1915c Long Term Home Health Care Program (LTHHCP) waiver in relationship to the State’s plan for implementation of mandatory Managed Long Term Care (MLTC). LeadingAge New York advocated for this clarification based upon concerns over the continuing role of the LTHHCP as the mandatory enrollment in MLTC continues. 

In June 2012, DOH submitted a LTHHCP waiver amendment to CMS requesting approval for LTHHCP participants meeting the MLTC requirements to enroll into MLTC plans. To date, CMS has not approved this waiver amendment and therefore the current LTHHCP waiver provisions remain operational in all counties until CMS approves the new waiver amendment.  

LeadingAge New York also continues to seek clarification on Care Management Administrative Services (CMAS) guidelines as another option for home care providers, including providers of the LTHHCP. LeadingAge New York took the lead in pursuing this service option for LTHHCPs and will be providing members with more information as soon as it becomes available.
