2014 LTHHCP Expenditure Caps

The Department of Health (DOH) posted a General Information System (GIS) message on April 17 which details the 2014 Long Term Home Health Care Program (LTHHCP) participant maximum allowable monthly expenditure caps per county, including New York City. Included in the GIS is a table outlining the amounts per county. Please note on the table new language in the heading that refers to the UAS-NY. The UAS-NY has replaced the Long Term Care Placement Form Medical Assessment Abstract (DSM-1) for determining the nursing home Level of Care (LOC).  According to the GIS, the LOC score of 15+ on the UAS-NY is equivalent to a DSM-1 score of 180+ and a LOC score of 5-14 on the UAS-NY is equivalent to DSM-1 score of 60-179.

The LTHHCP expenditure caps are based upon the January 1992 average Medicaid reimbursement rates for nursing facilities in a county trended forward to the current year. Please note - due to the elimination of the trend factor in 2014, the participant expenditure caps have not changed from the maximum allowed in 2013.
