DOH Provides New Manual and Cost Report Templates for NHTD/TBI Providers

The Department of Health (DOH) Office of Health Insurance Programs and Rate Setting has issued the 2022/23 cost report templates and manual for Nursing Home Transition and Diversion (NHTD) and Traumatic Brain Injury (TBI) providers. These templates are to be completed by any NHTD/TBI provider that provided services in Calendar Year (CY) 2022 or Fiscal Year (FY) 2022/23, regardless of their Medicaid revenue amount.

There are no major changes from 2021 other than that on the Service Level Data tab, DOH is now having NHTD Home and Community Support Services (HCSS) providers report by region. Previously, providers only had to report an aggregated amount. This mirrors the way TBI HCSS is reported so that the Department can compare regional cost data. The only other changes were a few formatting and wording revisions.

Normally, the first due date for CY 2022 providers would be April 30, 2023, but this year, DOH is extending the due date until further notice. The reason for the extension is that the Department would first like to formally solicit feedback and questions from providers so that they can create a Frequently Asked Questions (FAQ) document to help providers gain a better understanding of the cost reports so that the Department can collect cleaner and more complete data. Based on feedback and questions, the Department may also need to make revisions to the templates and manual. Providers should read through the manual and start entering their cost data, and while doing so send any feedback or questions to 1915CR@health.ny.gov by April 1, 2023.
