EVV Implementation Ramping Up in NYS

The 21st Century Cures Act, passed by Congress in December 2016, requires all state Medicaid programs to implement an Electronic Visit Verification (EVV) system for Personal Care Services (PCS) and Home Health Care Services (HHCS). All states must implement an EVV system to avoid a reduction in federal Medicaid funding. States must require use of EVV for all Medicaid-funded PCS by Jan. 1, 2020 and for all Medicaid-funded HHCS by Jan. 1, 2023 or must demonstrate a “good-faith” effort to implement EVV.

The New York State Department of Health (DOH) has launched a webpage dedicated to sharing information on New York State’s implementation of EVV. This webpage includes program information, stakeholder information, frequently asked questions (FAQ), and a calendar with important public engagement events specific to EVV implementation.

Regional Listening Sessions have been scheduled in New York City, Long Island, Albany, Rochester, and Lake Placid from May 30th through late June to provide Medicaid beneficiaries and family caregivers, home care agencies, home care workers, advocates, health plans, State agencies, and other interested parties an opportunity to have input in New York’s EVV design and implementation. The Department will be emailing an EVV Readiness Survey to providers delivering PCS and HHCS and to Medicaid plans with providers who are delivering PCS and HHCS. This survey will help inform the planning process. To view a copy of the survey, click here.
