Funding Opportunities for New Naturally Occurring Retirement Communities

The New York State Office for the Aging (NYSOFA) will be issuing a Request for Applications (RFA) this summer to fund new Naturally Occurring Retirement Community (NORC) programs with approximately $3.2 million in additional funding provided in the recently enacted 2018-19 State Budget. This community-based opportunity has been in place since 1994 and consists of two programs: the classic NORC program, which provides supportive services to older people in an apartment building or complex to help them age in place, and the Neighborhood NORC (NNORC), a similar program which serves individuals in a residential area with single family homes and buildings not more than six stories high. The program funds supportive services for the elderly who currently live at home with the hope that such support will help them age in place and remain part of their communities. Individuals receive help with such things as service coordination, case assistance, case management, counseling, health assessment and monitoring, home delivered meals, transportation, socialization activities, and home care facilitation and monitoring. The funding will be set aside for the establishment of 5 new classic NORCs and 7 new NNORCs. The RFA will be released this summer on the Grants Gateway. Existing NORCs and NNORCS are not eligible to apply. LeadingAge NY encourages members to apply for this funding or encourage partners in their communities to do so. It is recommended that interested parties create an account now on the Grants Gateway site to help facilitate the process. Only not-for-profit organizations specializing in housing, health, or human services are eligible to apply for the new NORC and NNORC funding.
