2016 CHHA Cost Reports Due

The Department of Health (DOH) posted to the Health Commerce System (HCS) website a Dear Administrator Letter (DAL) for the 2016 Cost Report and Cost Report software for non-hospital-based Certified Home Health Agencies (CHHAs). The DAL and its related attachments include detailed information about the electronic certification system, which is to be utilized in connection with the 2016 Cost Report. The certifications are available on the HCS website.

The DAL highlights changes to the 2016 Cost Report, such as general information on page one with the Begin Date and End Date, and also includes instructions on reporting only CHHA expenses, not any expenses of an affiliated Long Term Home Health Care Program (LTHHCP); current services and charges on Schedule I; accountant and operator electronic certifications; how to file the report; and numerous contacts for questions and assistance.

Please note that the 2016 CHHA Cost Report (CHHA16) and certifications must be filed with DOH no later than July 15, 2017. If a provider does not file the report or certifications, they may have penalties assessed in accordance with Part 86-1.2(c) and Section 12-d of the PHL and may not receive their 2018 Medicaid rate.

If you have any questions regarding this DAL, please contact Russ Smith in the BLTCRS home care unit at 518-473-4421 or by email at BLTCR-CH@health.ny.gov. To solve issues or questions with the HCS, contact the HELPLINE at 1-866-529-1890.
