Home Care Cost Reports: LHCSA Report Collection Period Ends Friday, Others Just Beginning

LeadingAge NY reminds Licensed Home Care Services Agency (LHCSA) members that the 2016 LHCSA Statistical Reports as well as the Assisted Living Program (ALP) LHCSA Statistical Reports are due this Fri., Nov. 3, 2017. The Department of Health (DOH) Dear Administrator Letter (DAL), which provides detailed instructions on completing the report on the Health Commerce System (HCS), is available here. ALPs that have LHCSAs that serve the community and their ALP must complete both reports, whereas ALP LHCSAs that serve only the ALP must complete only the ALP LHCSA Statistical Report.

DOH has also developed a webinar to assist providers in completing the LHCSA report. To locate the webinar, log onto the HCS and go to My Documents, select Documents by Group, select Long Term Care, then select Training. Scroll to the bottom of the Training page, and you will see Parts 1-4 of the training webinar on the bottom half of the page.

Meanwhile, DOH will activate the statistical report for Certified Home Health Agencies (CHHAs) and Long Term Home Health Care Programs (LTHHCPs) as well as the Cost and Utilization Report for Hospice providers on Nov. 1, 2017. Providers will have until Dec. 29, 2017 to complete the reports. The DAL with instructions is available here. The DAL points out that failure to submit all required information in the appropriate format may subject the agency to an enforcement action under Section 12 of the Public Health Law, resulting in the agency being liable for civil penalties of violations of Article 36 (for CHHAs and LTHHCPs) or Article 40 (for Hospices) of the Public Health Law and New York State Medical Facilities Code.
