Federal Updates for Home Health and Hospice

LeadingAge NY members should note the following available resources and updates from LeadingAge National:

Upcoming Event – CMS HHVBP Encore Webinar on Performance Feedback Reports. Due to a technical error, some home health stakeholders were not able to enter a webinar hosted by the Centers for Medicare and Medicaid Services (CMS) Home Health Value-Based Purchasing (HHVBP) team on Aug. 25thIn response, CMS will host an encore live webinar with the same content on Oct. 11th from 2 to 3 p.m. ET. The webinar will introduce the two types of expanded HHVBP Model performance feedback reports, the Interim Performance Report (IPR) and the Annual Performance Report (APR). Click here to register.

Home Health CAHPS Five Star Preview Reports Now Available. Preview Reports reflecting results from the Home Health Care Consumer Assessment of Healthcare Providers and Systems (HHCAHPS) Survey from April 2021 through March 2022 (Q2, 2021 – Q1, 2022) are now available on the HHCAHPS website under the “For HHAs” tab. These same data will be updated on Medicare’s compare tool in late October. The Preview Reports present the publicly reported results, which also include star ratings for those agencies with data for 40 or more patient surveys in the four-quarter reporting period.

Home Health CAHPS Q2 CY 2022 Data Submission. The next data submission deadline for Q2 Calendar Year (CY) 2022 HHCAHPS data is Oct. 20th. To ensure that files can be accepted by the deadline at 11:59 p.m. ET on Oct. 20th, you must submit all Q2 files on or before Oct. 19th. Since CMS will not accept any files after the data submission deadline, make sure you check your data submission reports to verify that all of your submitted files were accepted, and correct and resubmit all files before the data submission deadline.

What’s Coming in OASIS-E in 2023. The changes associated with Outcome and Assessment Information Set (OASIS)-E are expected to be the most significant since OASIS was introduced in 1999. In this 25-minute QuickCast, Katy Barnett, director of home care and hospice operations and policy at LeadingAge National, reviews the changes coming to OASIS, what is added to the new OASIS-E item set, and steps to take to be prepared. The QuickCast is free to access for all LeadingAge members.

CMS Updates COVID-19 Hospice Public Reporting Tip Sheet. CMS has issued an updated tip sheet for hospices on quality reporting during the COVID-19 Public Health Emergency. This third edition of the tip sheet:

  • Includes an update for the inaugural release of the two new claims-based measures, Hospice Visits in the Last Days of Life (HVLDL) (NQF #3645) and Hospice Care Index (HCI), with the August 2022 Care Compare refresh.
  • Describes the eight quarters of claims data used for the initial release of the two new claims-based measures. 
  • Defines the quarters of claims data that will be displayed on Care Compare for these two new claims-based measures until the normal annual refresh using the specified eight consecutive quarters of data occurs with the November 2023 refresh.
