Federal Home Health Updates Available

Updated Quarterly OASIS Q&As. The Centers for Medicare and Medicaid Services (CMS) has released January 2023 Outcome and Assessment Information Set (OASIS) Questions and Answers (Q&As). This document is updated on a quarterly basis and is intended to provide guidance on OASIS questions that were received by CMS help desks. As a reminder, responses may be time-limited and may be superseded by future CMS guidance.

January 2023 Pre-Implementation Performance Reports for Home Health Value-Based Purchasing Available in iQIES. The January 2023 Pre-Implementation Performance Report (PIPR) is now available to download from the Internet Quality Improvement and Evaluation System (iQIES). Instructions on how to access the PIPR are available below and on the Expanded Home Health Value-Based Purchasing (HHVBP) Model webpage under "Model Reports." To support home health agencies (HHAs) during this first performance year, CMS issued PIPRs in November 2022 and January 2023 to all active HHAs. The PIPR provides HHAs with data on their quality measure performance used in the Expanded HHVBP Model, in comparison to HHAs nationally within peer cohorts, in advance of the first Interim Performance Reports (IPRs) in July 2023. The PIPRs do not contain calendar year (CY) 2023 data. The January 2023 PIPR includes a new tab containing preliminary achievement thresholds (AT) and benchmarks (BM) by volume-based cohort. To help you better understand your PIPR, CMS has developed an on-demand video and downloadable resource, “Introduction to the Pre-Implementation Performance Report (PIPR),” available on the Expanded HHVBP Model webpage under "Model Reports." The video is also available on the Expanded HHVBP Model YouTube channel. Additionally, the December 2022 edition of the “Expanded HHVBP Model Frequently Asked Questions (FAQs)” includes questions regarding the PIPR.

CMS Releases Home Health Quality in Focus Video on Incomplete Individualized Plan of Care Citation. This 10-minute interactive video with resources is intended to aid HHAs in recognizing potential incomplete individualized Plan of Care deficiency citations and developing a Plan of Correction. The Quality in Focus video series aims to increase the quality of care for people with Medicare and Medicaid by reducing the deficiencies most commonly cited during the CMS survey process, such as infection control and accident prevention.

Home Health Care Compare January Refresh. The January 2023 quarterly refresh for the Home Health Quality Reporting Program (HH QRP) is now available on Care Compare. For this refresh, HH OASIS will be based on the standard number of quarters.
