Federal Home Health and Hospice Updates

CAHPS Hospice Survey Quarterly Response Rate and State Scores. The Consumer Assessment of Healthcare Providers and Systems (CAHPS) Hospice Survey response rate for the Quarter 2, 2021 – Quarter 1, 2023 public reporting period is 29. Average CAHPS Hospice Survey measure scores for each state for the Quarter 2, 2021 – Quarter 1, 2023 public reporting period are available here.

CMS Releases Updated OASIS-E Manual. The 2024 update to the Outcome and Assessment Information Set (OASIS) Users Manual, and the associated Change Table, is now available. There are no changes to the OASIS-E instrument. The changes incorporate guidance into the manual and questions and answers (Q&As) from the CMS Quarterly Q&As dated July 2022 through October 2023.

Open Door Forum Scheduled for Wed., Nov. 29th at 2 P.M. ET. The Centers for Medicare and Medicaid Services (CMS) will host an Open Door Forum for home health, hospice, and durable medical equipment (DME) providers on Wed., Nov. 29th at 2 p.m. ET. The forum will include updates on the Home Health Quality Reporting Program, updates and new resources for the Hospice Quality Reporting Program, updates on the Home Health Value-Based Purchasing Model, and changes to the Hospice Conditions of Participation regarding marriage and family therapists and mental health counselors. MLN Article: Home Health Billing for Disposable Negative Pressure Wound Therapy. CMS has released an article for home health providers regarding billing changes for providing negative pressure wound therapy (NPWT) using a disposable device.

CMMI Releases GUIDE Model RFA. On Nov. 15th, the Center for Medicare and Medicaid Innovation (CMMI) released the Guiding an Improved Dementia Experience (GUIDE) Model Request for Applications (RFA). The application portal for the Model opened on Nov. 15th and closes on Jan. 30, 2024 at 11:59 p.m. ET. CMMI will announce the selected participants and their tracks in spring 2024. The model will launch on July 1, 2024 and run for eight years. LeadingAge NY will be reading the RFA and providing more analysis in the coming days.
