DOH Restores Payment to CHHAs for 2 Percent ATB Rate Reductions

As members may know, the 2011-12 State Budget authorized a 2 percent across-the-board (ATB) rate reduction in Medicaid for dates of service on or after April 1, 2011. This was accomplished by reducing several providers’ Medicaid cycle checks by 2 percent.

The Department of Health (DOH) received final approval from the Centers for Medicare and Medicaid Services (CMS) to eliminate the 2 percent reduction in Medicaid for dates of service on or after April 1, 2014. As a result, the Department recently processed payments to all Certified Home Health Agencies (CHHAs) subject to this reduction that represented the total amount withheld for dates of service April 1, 2014 through March 31, 2015. Due to the volume of providers in the request, they had to split it over two cycles, 2131 and 2132. This is the last batch of funding that requires restoration. The Legislature stopped the 2 percent ATB cuts in 2015. CHHAs should make sure that they receive this funding at the appropriate amount.
