Governor Vetoed ACF EQUAL Funds Flexibility Bill

The Governor has vetoed the bill which would have authorized the long-standing practice of permitting EQUAL to be spent for qualifying expenses incurred by adult care facilities at any time during the fiscal year. While the EQUAL program and funding remains intact and applications are due on Nov. 9th, that flexibility will not be available to applicants.

Through our letter writing campaign, many members took action on the bill, and we thank you for your efforts. LeadingAge New York also worked hard to gain support for the bill, and convey the reasons why a resident-focused project might require this flexibility. Unfortunately, despite the fact that this flexibility has historically existed, there were concerns about bill, resulting in the veto. We are exploring the possibility of getting the issue resolved in the upcoming legislative session.
