DOH Issues New DAL to SNALR Providers Participating in SNALR Voucher Program

The Department of Health (DOH) issued a Dear Administrator Letter (DAL) on March 28, 2023 to inform Administrators and Operators of Special Needs Assisted Living Residences (SNALRs) of the recently updated compulsory method for submission of monthly rosters for each SNALR Voucher recipient. Beginning Sat., April 1, 2023, SNALRs in receipt of SNALR Voucher payments will submit their monthly rosters through a Health Commerce System (HCS) Health Emergency Response Data System (HERDS) survey. The purpose of the roster submission is to verify residency status for active SNALR Voucher recipients for the previous month. Per DAL DACF 22-40, “Programmatic Requirements for Special Needs Assisted Living Voucher Demonstration Program,” this submission is required and must be completed by the first Monday of each month. A survey demonstration webinar will be scheduled for March 31, 2023. An invitation is forthcoming.

DOH also indicates that participating facilities are still required to notify the Department as soon as possible if and when a Voucher recipient exceeds the retention standards for a SNALR or leaves the residence for any reason at ALTCteam@health.ny.gov. Facility contact information will be updated through the HERDS survey.
