LeadingAge NY Holds Second Webinar on ALP Conflict-Free Case Management Issue

LeadingAge NY held another member webinar on the Assisted Living Program (ALP) conflict-free case management issue on Sept. 22nd featuring members Fort Hudson and United Helpers. Both members are providers of services that the State is considering as options to provide conflict-free case management to ALP residents. Click here to access the recorded program. The webinar was designed to help the LeadingAge NY ALP membership understand those services to aid us in considering how such programs or services might interact with the ALP and ultimately how best to move forward to be compliant with federal requirements for conflict-free case management.

LeadingAge NY, along with our national partners at LeadingAge, also provided a webinar on Sept. 7th for members to explain the federal rule and what information we have from the State thus far on the issue. Click here for a recording of that webinar.

Background

As we previously reported, LeadingAge NY met with the Department of Health (DOH) regarding the ALP and the federal conflict of interest rule. DOH is looking for our input on how the State can bring the ALP into compliance with the federal rule, which requires that the entity that is a provider of Medicaid home and community-based services (HCBS) be separate from the entity that provides case management. Our current understanding is that the ALP will continue to provide day-to-day case management, but the third party will provide conflict-free case management regarding the Medicaid recipient’s needs and goals as they relate to their long-term services and supports.

LeadingAge NY is working with our members to consider potential options for compliance and provide DOH with feedback on this critical issue.
