ALP Minimum Wage Reconciliation

Although some communications to Assisted Living Programs (ALPs) suggested that there had been or would be additional changes made to the calculations aimed at reconciling minimum wage payments to actual need, it appears that the Department of Health (DOH) is preparing to move forward with the payment adjustments. As announced in the Dear Administrator Letter (DAL) (available here), payment adjustments updating the 2017-2021 ALP Minimum Wage Rates will be reflected in Medicaid payment cycle 2333 with a check release date of May 25, 2022. DOH indicates that some of the rate changes may result in recoupments and A/R balance increases and that the Department will be applying the standard recoupment rate of 15 percent to all payments beginning in cycle 2333. We have heard from several members seeking clarification of the Department’s calculation and ask any other members to contact us if they are unable to verify the calculations DOH is presenting.
