DOH Asks Nursing Homes to Verify Mortgage Data

On Aug. 14th, the Department of Health (DOH) sent out a Dear Administrator Letter (DAL) requesting that all nursing homes verify by Aug. 31st that the mortgage and bond issuance information that DOH has on file for their facility is correct and complete. The Department has compiled a database of reimbursed mortgages and bond issuances that the automated capital system will use to generate associated allowable expenses when calculating 2021 Medicaid capital rates. A listing (by operating certificate number) of mortgage arrangements showing the original principal, term, first payment, and payout period accompanied the DAL. The DAL is available here.

DOH requests that homes review the information and send an email to nfrates@health.ny.gov with “Mortgage Database Information” in the subject line indicating one of the following:

  1. That the information is correct;
  2. That the financing has been paid off and is no longer applicable; or 
  3. That changes are needed due to a financing or refinancing.

If the information is incorrect or incomplete, the DAL lists the information and documentation that a home must submit to make the correction. DOH requests that responses and any required documentation be submitted by Aug. 31st. If a home fails to respond, DOH will assume that the information for that home is correct as listed.
