Governor Hochul Presents SFY 2022-23 Executive Budget Proposal

On Tuesday morning, Governor Hochul presented her State Fiscal Year (SFY) 2022-23 Executive Budget Proposal: A New Era for New York. Executive Budget bills were printed later that evening and since then, LeadingAge NY has been hard at work analyzing the totality of the Executive Budget Proposal legislation and its potential impact on long-term care (LTC), senior housing, and aging services.

As LeadingAge NY reported in an initial Executive Budget analysis for membership, the proposed Executive Budget would raise the global cap on Medicaid expenditures by applying a new metric, restore the 1.5 percent across-the-board Medicaid cut enacted in SFY 2021, and increase Medicaid reimbursement for all providers by 1 percent. In addition, it proposes a $10 billion multi-year investment in healthcare workforce, additional funding for nursing homes to adhere to minimum staffing requirements, and a new $1.6 billion investment in healthcare capital transformation.

LeadingAge NY will be issuing a comprehensive SFY 2022-23 Executive Budget memo, covering all member service lines on Tuesday, Jan. 25th. Then, we will begin preparing budget advocacy materials including issue briefs for meetings with state lawmakers, digital letter writing campaigns, and more.

Due to the ongoing pandemic and the unprecedented challenges our membership is contending with, this year’s LeadingAge New York Advocacy Days will once again be virtual, focused on virtual Zoom meetings, phone calls and letter writing. Virtual advocacy poses many unique benefits, including a reduced time commitment in order to participate in meetings and the potential inclusion of residents, staff, or board members in meetings. Member participation in virtual advocacy days may only take a few hours of your time but will be the most impactful tool in drawing the Legislature’s attention to our 2022 budget priorities.

To ensure we connect with as many lawmakers as possible during this critical time of the state budget process, members are strongly encouraged to begin setting up their own virtual meetings with State Senators and Assembly Members as soon as possible. If you do not have the time or would prefer assistance in setting up your meetings, please simply indicate that preference on the registration form above – we will be happy to help facilitate your meetings!

Please also note that during advocacy days, LeadingAge NY policy staff will be available to join you for any of the meetings that you schedule. If you would like to ensure a policy team member is assigned to your meeting, please indicate this preference on your registration form.

Joint Legislative Budget Hearings Scheduled

Following the Governor’s budget presentation on Tuesday, Senate Finance Committee Chair Liz Krueger and Assembly Ways and Means Committee Chair Helene Weinstein announced the schedule for the Joint Legislative Budget Hearings for SFY 2022-23. These hearings provide an opportunity for the Legislature to hear from state agency heads and the public about the impacts of the Executive Budget Proposal. In the interest of public health and safety, this year’s hearings will once again be held virtually using web-based video conferencing.

LeadingAge New York plans to testify virtually at the Health & Medicaid Budget Hearing scheduled for Tuesday, Feb. 8th. We also intend to provide written testimony for the Housing Budget Hearing on Jan. 31st and may weigh in on the hearings related to workforce development and human services. Assembly Health Committee Agenda Includes LTC Chapter Amendments

As always, LeadingAge NY is closely monitoring the movement of all legislation that stands to impact long-term care and aging services, including chapter amendments to legislation that was passed during the 2021 Legislative Session. In late December, the Governor signed a batch of bills impacting long-term care providers and the state’s LTC Ombudsman Program.  As we reported at the time of the legislation’s signing, the approvals of many of the bills were accompanied by chapter amendments agreed upon by the Governor and the Legislature.

Now, most of those chapter amendments have been introduced and some were passed this week by the State Senate. Below, please find a list of chapter amendment legislation that is slated to be on the Assembly Health Committee Agenda on Tuesday, Jan. 25th:

 

Mark Your Calendars: Budget and Advocacy Day Prep Call

As we strongly encourage all of our members to begin setting up virtual meetings with lawmakers to discuss our top SFY 2022-23 budget priorities, we also want to ensure that you have all of the tools, knowledge, and resources you need to have successful meetings. Priority Long-Term Care Legislation Active for 2022 Session

The 2022 Legislative Session kicked off on Jan. 5th and is scheduled to conclude on June 2nd. LeadingAge NY is prepared for another session that is sure to be a busy one for long-term care related issues and we want to be sure that our members are aware of the many pieces of legislation that we are tracking and consider to be a priority. While the first half of session (Jan-March) will largely be focused on budget work, there is a whole slew of legislation that stands to move and be passed by both houses over the course of the next 5 months.

We encourage members to take a look at our list of priority bills active for 2022 session, a document which reviews the legislation we’ve been tracking, our position, and where bills landed at the end of the 2021 session. In addition to this list, we anticipate that many new bills will be introduced over the course of this year. We will be sure to keep members apprised of all priority bill movement, and what you can do to advocate for or against legislation that will impact your organization and the individuals in your care.
