LeadingAge NY Issues Comprehensive Final Budget Analysis

This afternoon, LeadingAge NY issued a comprehensive overview of the final 2020-21 State Budget summarizing provisions that affect multiple long term care, post-acute care, and senior service lines. The final budget, effective for the period April 1, 2020 through March 31, 2021, was agreed to by Governor Cuomo and legislative leaders on Tues., March 31st.

A key goal of the budget was to address New York’s Medicaid spending, which was expected to exceed the Medicaid Global Cap by $4 billion. In the Executive Budget, the Governor convened the Medicaid Redesign Team II (MRT II) to identify cost-containment measures, provide $2.5 billion in gap-closing savings for State Fiscal Year (SFY) 2020-21, and ensure Medicaid’s sustainability for the coming years. On March 19th, the MRT II released its final recommendations, many of which were included in the final budget.

LeadingAge NY worked on several issues during the budget process and was able to advance key objectives, secure revisions to some budget proposals, and successfully oppose other proposals that would have adversely affected members, the people they serve, and the services they provide.
