DSRIP Weekly Update-Oct. 13, 2015

This past week, DOH provided more information regarding the Opt-Out process for consumers regarding data sharing, and the State announced an udpate to the MIX.

Details on Opt-Out Process for Consumers

DOH held a webinar to inform the public regarding the Opt-Out process for individuals whose information could be shared for the purposes of data analysis regarding the Performing Provider System (PPS) performance.  Click here to view the Opt-Out Letter and Consent Form, which will be mailed to all consumers on Medicaid in State. It is important to note that the website links and phone numbers provided in these documents have not yet been activated.

Mailings will explain to consumers their right to opt-out of having their health information shared with the PPS that they are attributed to. If they choose not to share, they will still be counted in performance measures; however, the PPS will not have detailed information about that beneficiary’s specific treatment and utilization history. A fact sheet for consumers regarding the Opt-Out Letters has been developed by the Medicaid Matters NY DSRIP Workgroup. The fact sheet provides some information about DSRIP and helps the consumer understand their choices. Medicaid Matters has provided the fact sheet in EnglishSpanishtraditional Chinese,Haitian-CreoleArabicKorean, and Russian.

The mailings to consumers will occur in two phases. Letters are currently in the process of being sent to Medicaid members that are Health and Recovery Plan (HARP) eligible; have claims for ambulatory sensitive conditions and avoidable hospital utilization; and were eligible as of Sept. 25, 2015. During the second phase, letters will be sent to the remaining Medicaid members, which represents the vast majority of people that will receive the letters. This second phase will begin in February 2016. Moving forward, letters will then also be sent to newly eligible Medicaid members.

If the consumer does not take action to opt out within 30 days, their Medicaid data will be shared with the PPS. The consumer can chose to opt in or opt out at a later date through the call center. DOH is hoping that managed care plans will be helpful in ensuring that letters get to the intended recipients in the case that the State does not have the proper address.

Tutorial to Help Use the MIX

The State is working to improve the Medicaid Redesign Team Innovation Exchange (the MIX), to make it a better forum for learning and collaboration. Based on feedback from users, the State has built a site navigation tutorial, which provides step by step instructions on how to use the MIX, the specific groups on the platform, and how to post. Click here to view the tutorial. Note that you must first sign up to participate in the MIX; that site will provide you the opportunity to do so.
