DataPoint: LeadingAge NY Debuts Contract Staff Utilization Dashboard

(May 13, 2025) LeadingAge NY has developed a streamlined way for members to compare their contract staff utilization across multiple labor categories with different geographic benchmarks. The Contract Staff Utilization Dashboard enables users to visualize and compare their Registered Nurse (RN), Licensed Practical Nurse (LPN), Certified Nurse Aide (CNA), and overall nurse staffing contract staff utilization over the last nine fiscal quarters with statewide utilization rates and respective regional utilization rates. Contract staff rates were sourced from Payroll-Based Journals (PBJs) and calculated by dividing contract staff hours by total hours for each labor category for each fiscal quarter. Calculated contract rates are based on nursing positions whose hours count in the state’s staffing requirement calculations, meaning DONs, RN/LPNs with administrative duties, and Aide Trainee hours are excluded. Members who are interested in determining eligibility for 70/40 staffing penalty reductions should make special note of the “Total Contract Staff Utilization” widget.

On a statewide basis, contract staff utilization across each labor category has been trending slightly downward since Q4 of 2022.
