NYSDOT Posts Funding Opportunity for Transportation of Older Adults and Individuals with Disabilities

(Sept. 12, 2025) The NYS Department of Transportation (NYSDOT) recently announced the availability of $27.2 million in funding to enhance the mobility options for older adults and persons with disabilities.

This funding, administered by NYSDOT and made available through the Federal Transit Administration’s (FTA) Enhanced Mobility of Seniors and Individuals with Disabilities Program (Section 5310), is intended to improve mobility for older adults and individuals with disabilities by removing barriers to traditional transportation services and by expanding community mobility options.

Funding for projects will be awarded through a competitive solicitation process and will require an applicant match. Prospective projects will be rated based on established criteria that include performance measures, project relationship to identified gaps in service, and degree of integration and coordination with local transportation planning efforts.

For this solicitation, $27.2 million in core Section 5310 funding will be allocated in accordance with FTA requirements pursuant to the goals and objectives of the Section 5310 program as follows:​​​​​​​

  • $14.2 million for the NY metropolitan area
  • $6.4 million for large urban areas with a population greater than 200,000
  • $3.3 million for urban areas with a population from 50,000 to 200,000
  • $3.3 million for rural areas with a population less than 50,000

Funding Selection Process

NYSDOT screens each application to ensure that all contents are submitted in accordance with the Minimum Application Responsiveness Requirements. Responsive applications are provided to the evaluation team(s) for evaluation and scoring. Applications must meet the Minimum Application Responsiveness Requirements to receive a score. Applications submitted/received after the deadline will not be considered further in this process and will not receive a score.

To facilitate application development, NYSDOT will be hosting a series of webinars and providing opportunities to review application materials with NYSDOT staff. NYSDOT will post the webinars for potential project sponsors to view. Comments and questions may be submitted via email to 5310MobilityApplications@dot.ny.gov.
