New DOH Funding Opportunity for Nursing Homes – Responses Due July 31st
(July 7, 2025) The NYS Department of Health (DOH) has announced a new funding opportunity: the Quality of Care Improvement Program 2025, outlined in Dear Administrator Letter (DAL) Division of Residential Support (DRS) 25-03. This program offers civil monetary penalty (CMP) reinvestment funds to support initiatives aimed at enhancing the quality of care and quality of life for residents in NYS nursing homes.
Eligible Providers
Licensed nursing homes in NYS that are certified Medicare/Medicaid providers. If your facility is interested in applying, please respond to DOH no later than July 31, 2025. Once confirmed, the Department will share the application link directly with you.

Available Funding Categories (Each project eligible for up to $5,000 in one-time funding)
1. Consumer Information
To develop materials that empower residents and families – such as brochures, flyers, or web content – focused on residents’ rights, nursing home care processes, and available supports.
Completion deadline: Oct. 31, 2025.
2. Training to Improve Quality of Care
Covers training on topics such as:
- Alzheimer’s and dementia care
- Wound care
- Trauma-informed care
- Pain management
- Falls education
- Culture change
- Non-pharmaceutical interventions
- Resident/family/ombudsman education
Training must be open to multiple facilities and collaborative in nature.
Completion deadline: Nov. 28, 2025.
3. Activities to Improve Quality of Life
Supports programs that foster resident engagement and reduce loneliness, such as:
- Music or art therapy
- Gardening/horticulture
- Animal-assisted activities
- Reading and memory programs
Completion deadline: Dec. 31, 2025.
Important Notes
- CMP-funded programs must be made available to multiple nursing homes, in addition to the applicant for the funding.
- LeadingAge NY has reached out to DOH to determine whether multiple facilities may collaborate and pool funding on a shared initiative and/or apply in multiple categories. We will keep members informed as we receive updates.
