Deadline Extended to Aug. 29th for Quality of Care Grant Funding Opportunity
(July 25, 2025) The Department of Health (DOH) has issued a notification that, due to issues with user registration in the Statewide Financial System (SFS), the deadline for applying for Civil Monetary Penalty (CMP) Reinvestment/Quality of Care Improvement Grants has been extended until Aug. 29, 2025 at 5 p.m. DOH is accepting questions about the application process at LTC.CMPfunding@health.ny.gov. Applicants must have an established SFS account in order to apply. From what LeadingAge NY is being told, this can take several weeks if there are issues. Please begin this process sooner rather than later. Information about registering for an SFS account is available here. Assistance with SFS registration is available at HelpDesk@sfs.ny.gov.
This extension provides additional time for facilities to develop proposals that align with the program’s goals and parameters outlined in Dear Administrator Letter (DAL) Division of Residential Support (DRS) 25-03. Key Clarifications from DOH
In addition, LeadingAge NY has received responses to the following questions from the LTC.CMPfunding email box. DOH has provided the following clarifications:
- Pooling Resources for Training
Facilities may pool their $5,000 awards to hire a single vendor for training, provided the training adheres to the guidelines in DAL DRS 25-03. Each facility must apply only for the amount it will contribute and submit reimbursement requests individually based on its award. - Multiple Category Applications
Facilities are permitted to apply for funding in more than one category. Applications must include a prioritized ranking of the categories selected. - Total Funding Available
DOH currently has $1 million in budgetary authority to distribute under this program. - Award Selection Process
Awards will not be made on a first-come, first-served basis. After the application period closes, submissions will be reviewed for eligibility. Funding decisions will consider:- Applicant’s preferred funding category
- A qualitative review of the proposal
- Centers for Medicare and Medicaid Services (CMS) approval
- Training Audience Expectations
While the DAL encourages training to be open to multiple nursing homes and stakeholders (e.g., surveyors, residents, family councils, ombudsmen), applicants may tailor their training to appropriate audiences. Proposals should clearly define the intended participants. - Reimbursement Process
Facilities must submit invoices with receipts by the deadline associated with their award category. DOH aims to process payments within 30 days, though no specific timeline can be guaranteed. -
Project Completion Deadlines
If the announcement of awards occurs close to the project completion deadlines, facilities may face challenges securing internal approvals, completing projects, and processing vendor payments in time. DOH clarified that completion dates will be confirmed upon notice of intent to award, suggesting some flexibility may be available.
