A summary of key points from the Memorandum of Understanding entered into by New York State and CMS regarding the state’s FIDA Demonstration.

A new chart, prepared by LeadingAge New York for member use, summarizes the state’s plans for transitioning the long term care population into Medicaid managed care plans and the FIDA demonstration.

The chart identifies, by service line and region, the state’s plans to enroll LTC services recipients into managed long term care and Medicaid managed care (i.e., “mainstream”) plans. It includes planned effective dates, affected populations and a glossary of terms. LeadingAge New York plans to keep this resource updated to reflect changes in the state’s plans and other clarifications.

We are most interested in hearing member feedback about this resource and others that would be helpful.

LeadingAge New York collaborated with the Home Care Association (HCA) of New York State to develop this matrix of their top five priorites. This matrix will be presented at the Wed., Sept. 25 Home and Community Based Care Workgroup meeting.

CMS published a lengthy Final Rule in mid-July governing several matters related to the expansion of Medicaid under the Affordable Care Act (ACA) and the operation of health benefit exchanges. This memorandum, created by LeadingAge New York, provides highlights of provisions of the Final Rule most likely to impact providers of long term care services, focusing on the Medicaid-related provisions.
