Questions and Concerns Raised with CHHA Applications

On March 21, the Public Health and Health Planning Council (PHHPC) Establishment and Project Review Committee reviewed and approved several downstate CHHA applications. DOH summarized the response to the RFA process during the last year and shared that ninety applicants submitted additional supplemental information to their application. DOH distributed a summary chart of the downstate general purposes CHHAs as of March 20, 2013.

During the meeting, several questions and concerns were raised by the PHHPC members:

  • The chart shows a doubling or tripling of CHHAs. Is there an over saturation of CHHAs as a result of the RFA process?
  • Will DOH be able to handle the CHHA readiness review material given their limited resources?
  • PHHPC members were confused by words such as “expansion” and “conversion” of a LTHHCP. What is the difference?
  • Upon approval from CMS, the LTHHCP participants will be enrolling into managed care. Why is there an application for a new LTHHCP?
  • Is the volume of participants actually there to justify all the new CHHAs? It would seem the CHHA applications used the same need methodology; therefore, certain PHHPC members expressed concern for the fiscal soundness of the applications.
