Recommendations Made on Medicaid Global Cap
DOH is considering changes to the global cap, based on recommendations from LeadingAge NY and other members of the Medicaid Global Spending Cap Advisory Group. Among other things, the state would share Medicaid savings with providers; make the spending projections more transparent; and explore modifications to the cap for factors outside of providers’ control.
During a March 8 meeting presentation, DOH officials indicated that the state expects to receive significant additional federal funding to support the state’s Medicaid program through the Affordable Care Act. These funds would be reinvested in the health care system, as would shared savings from Medicaid efficiencies. DOH is also considering future adjustments to the global cap to address natural disasters, enrollment growth and certain retroactive payments.
DOH expects Medicaid state share spending to finish $200 million under the global cap for state fiscal year 2012-13, which would be used to pre-pay some 2013-14 Medicaid expenditures to help resolve the $1.1 billion loss of federal funding for developmental disabilities services.
