LeadingAge NY and ADHCC Seek Regulatory Flexibility

LeadingAge New York and the Adult Day Health Care Council (ADHCC) are seeking policy clarifications from DOH on nursing home and Adult Day Health Care (ADHC) program services.

We have written to DOH’s Office of Health Systems Management seeking clarity on: (1) Allowing social adult day care services to be delivered in ADHC space; (2) Whether nursing home outpatient therapy services can be provided in off-site space; and (3) Whether Hyperbaric Oxygen Therapy (HBOT) services can be offered in nursing home settings. HBOT is a proven modality to heal diseases and wounds that have otherwise been resistant or nearly impossible to treat, and is currently offered in acute care and clinic settings.

Our letter to DOH emphasizes that nursing homes and ADHC programs need to quickly adjust their business models as mainstream Medicaid managed care enrollment expands and mandatory enrollment in managed long term care accelerates.
