LeadingAge NY PBJ Tool for Q3 of 2024 Is Now Available

(April 29, 2025) Nursing home members can now download the LeadingAge NY tool that compares their Q3 2024 Payroll-Based Journal (PBJ) staffing data to the State requirements. The Microsoft Excel template, available here, allows users to view their hours per resident day (HPRD) as a quarterly average and see the count of days that the facility may have been out of compliance with State standards during the quarter. Regular users will notice that a summary column showing the HPRD has been added at the bottom of the tool. This additional column should better represent the State determination of compliance, as well as the count of non-compliant days, which are rounded to one decimal place for purposes of State calculations.

The Q3 data does not show much improvement. In fact, based on figures prior to rounding, 68 percent of homes statewide were unable to meet the staffing standard during the quarter, a slight deterioration from the 67 percent that were not compliant in the previous quarter. Statewide, a slightly lower percentage of non-profit (55 percent) and public (23 percent) homes met the standard in Q3 when compared to the prior quarter. These figures still were significantly better than for for-profit homes, 77 percent of which failed to meet the standard. Regionally, the Albany and Buffalo regions had the largest proportion of homes not able to meet the standards, while Long Island, Rochester, and Central NY had higher compliance rates.

If the Centers for Medicare and Medicaid Services (CMS) returns to the regular data posting schedule, we should be able to let members know of Q4 2024 staffing results next week.
