Final, Final Deadline Set for Individuals Receiving CDPAP Services

(July 1, 2025) Aug. 1st is now the announced final date for individuals to register with PPL, the State’s single Fiscal Intermediary (FI) serving the state’s Consumer Directed Personal Assistance Program (CDPAP). As the Department of Health (DOH), plaintiffs, and the court work toward finalizing a Global Settlement, DOH has outlined a plan for managed care organizations (MCOs) to follow as deadlines approach. At this point, individuals who fail to register with PPL are at risk of losing access to authorized CDPAP services effective Sept. 1st or may face disenrollment from their Managed Long Term Care (MLTC) plan on that date if they are not in receipt of other long-term services and supports. Intrinsic to the process are requirements for Medicaid MCOs and MLTC plans to intensify outreach to certain members, especially those who are authorized for CDPAP services but have not been receiving them. DOH is providing guidance to plans on the communications requirements and has established a process for fair hearing requests for those who request them. Anyone newly receiving CDPAP services must do so by registering with PPL.

The State Senate has scheduled a hearing in NYC to examine the transition to a single FI at 10 a.m. on July 9, 2025. The hearing is organized by Senate Health Committee Chair Gustavo Rivera and Senator James Skoufis. While testimony is by invitation, the hearing will be livestreamed. More information is here.
