Increasing Training Capacity in Statewide Healthcare Facilities: A Strategic Workforce Investment
(August 18, 2025) To address the growing demand for healthcare professionals across New York State, the Department of Health has released Request for Applications (RFA) #20591, titled Increasing Training Capacity in Statewide Healthcare Facilities. You can access the program webpage here. This initiative supports Article 28 not-for-profit healthcare facilities in expanding their capacity to train current and future healthcare workers. By supporting facility-based training programs, the state aims to ensure a pipeline of qualified professionals ready to meet the healthcare needs of diverse communities.
Program Overview
- RFA Title: Increasing Training Capacity in Statewide Healthcare Facilities
- Issuing Agency: New York State Department of Health – Office of Healthcare Workforce Innovation
- Total Funding Available: Up to $32.5 million annually for five years
- Award Range: $500,000 to $1 million per year
- Contract Term: October 1, 2026 – September 30, 2031
Who Can Apply- eligible applicants must:
- Be a not-for-profit facility certified under Article 28 of the NYS Public Health Law.
- Be located in New York State.
- Be capable of entering into a Master Grant Contract with the Department of Health.
Eligible Facility Types:
- General Hospitals
- Diagnostic and Treatment Centers
- Residential Health Care Facilities (Skilled Nursing Facilities)
- Consortium applications are allowed if all members meet eligibility requirements.
Applications must be submitted through the Statewide Financial System (SFS). A recorded webinar is available to guide applicants through the process and can be found here.
Key Dates:
- Questions regarding the RFA must be submitted by September 12, 202
- Responses to those questions will be posted on or about September 30, 2025.
- Final deadline to submit applications is October 14, 2025, by 4:00 PM Eastern Time.
- Awards are anticipated to begin on October 1, 2026, and will run through September 30, 2031.
