Webinar on the Statewide Health Care Facility Transformation Program Request for Application (RFA)

As we reported last week, the Department of Health (DOH) conducted an applicant webinar on the Statewide Health Care Facility Transformation Program Request for Application (RFA) on Monday, Aug. 8th. We had reported in an earlier member alert and Intelligence article that DOH and the Dormitory Authority of the State of New York (DASNY) announced the availability of funds under this program, established pursuant to Section 2825-d of the Public Health Law.

As discussed in the grant announcement:

  • A total of up to $195 million is available for health care providers that are deemed by the Commissioner of Health to fulfill or will fulfill a health care need for acute inpatient, outpatient, primary, home care or residential health care services in a community.
  • A minimum of $30 million of this total amount is available for community-based health care providers, which are defined as diagnostic and treatment centers, mental health and alcohol and substance abuse treatment clinics, primary care providers and home care providers.

DOH reviewed several aspects of the application and responded to some questions they have received. During the webinar, they:

  • Stated that the term “restructuring” is a very broad term;
  • Stated that equipment costs could be Electronic Medical Records (EMRs), especially if they provide greater care coordination;
  • Reviewed the table on page 10 regarding the various roles in submitting an application;
  • Strongly suggested submitting the application at least 48 hours in advance of the due date to address any submission errors;
  • Reviewed several general questions on Letter of Interest template found in the Attachments and stated the webinar was recorded;
  • Reviewed the definition of the “the Plan” from page 3;
  • Reviewed how to submit single or multiple applications, page 5; and
  • Stated several times to provide as much detail as possible on the financial sustainability of the project.

They may be e-mailed to healthcarefacilitytransformation@health.ny.gov. You may also submit your questions to me, and I will forward them to DOH. DOH will be posting responses to all questions on or around Aug. 17th. The responses will be made available to all webinar participants.

The applications are due by Friday, Sept. 16th.
